An Import button is appearing on the Student Groups tab and Instructors who notice it think that they can import to Student Groups, but when they do so, an error message appears.
Referring to documentation, the import button does not seem to exist.

There is some documentation for importing groups, How do I import groups in a group set? - Instructure Community - 417799, which might be helpful. It's a different document that the one you linked, which is about students creating their own groups. The import functionality would mean that a teacher is defining the groups and membership.
