Can you enroll/add the same participants from one course into another course easily? If so, how can this be done?

As long as you have permissions with your role and access to both courses, you can enroll users in both. How do I add users to a course? If you don't see the "+ People" button, then you most likely don't have permission to add users and would need to contact your system admins/help desk to see if they can help you with this.
However, if you are trying to transfer their work from one course to another, that isn't possible. Their work will only be in the course where they originally submitted it.
