If you use SIS Imports, you could use an SIS Import to set those users to a status of "suspended" or "deleted" depending on how you want to handle them.

To help this global community of volunteer contributors to support you, perhaps you could give a bit more context to describe your use case, Canvas context, and in particular how you are currently enrolling students and in what form of Canvas presence (eg unit of delivery, award, institution etc.).
