Minimum time on question

Has anyone been able to set a minimum time limit on quizzes?  One of the problems I am facing is that I have several test-takers who want to race and see who can get done first. Obviously this is not a true measure of how much they know and gives them little time to reflect when considering a question/solution.  I am searching for a way to display one question at a time and require them to spend a minimum amount of time on the question.  Any ideas?

Unfortunately there is no "minimum time limit" setting to ensure students spend X amount of time on a question. You can however, slow them down by only giving them one question at a time:
