By "outgoing message", do you mean using the Canvas Inbox to send a message to one or more students? If that is the case, then no, this is not possible. The area to compose your message only allows for text (no formatting). However, you can use the "Add an attachment" button (paperclip icon) below where you compose your message to include an attachment. Hope this helps.
