We seem to be missing all the tool icons on the bottom of every page. Is anyone else seeing this? There should be at least three tools in the lower right. Hovering, I can see the URL but no tool.

I just checked my institution's instance, and everything at the bottom of the RCE is loading correctly here. I would encourage you to try with a different browser, just to eliminate the possibility of browser weirdness, and if the second browser exhibits the same behavior I think you should report it to Canvas support through whatever means are available to you at your school/institution.
