If your Announcements course navigation button has a crossed-out eye icon next to it, you can enable that button via your course "Settings" screen:

(If the Announcements button is already enabled but does not have any announcements in it, you'd still see that crossed-out icon.)
You can also choose to display a few announcements at the top of your "Home" page. Here's a Guide on how to set that up:
