I'm not sure there is a limit to the number of users you can enroll with the "Student" role in a FFT (Free For Teacher) Canvas course. I don't really see anything mentioned about that in their FAQ comparison document: Canvas Free for Teacher Account Comparison | Instructure. I also found this discussion topic...which I know is for paid Canvas environments, but it might also apply for FFT environments, too.
