How can the administrator set up assignment categories and their respective weights for courses and then lock them? The instructors need to be restricted from changing the categories and their weights.

Thank you for contacting the Instructure Community. We're sorry to hear you've been experiencing issues with locking weighted groups. The only way to do this would be to remove the permission from teachers being able to edit the assignment groups but this will likely cause issues with them editing or being able to move assignments around themselves. Beyond that, you could consider creating a template that all of them have to use or a Blueprint course where they aren't able to edit them. These are probably your best options:

As "Ideas" section is gone (at least for now), I'm posting a feature request here. Mobile app shows a list of students who have submitted or not submitted a quiz/assignment. Would be good to have this in web version as well as way to export csv.
