In the instructor view it is showing that it has been published, however, when I switch to student view, they have not been published.
The first thing that might be causing it is your browser's cookies and cache might be messy. Start by clearing the cache in the browser that you are using. Is this reproduce-able in a different browser would be my next step.
In the assignments, are they marked with an available on date? Meaning they are not available to the student until a specific date? That would cause them to not appear for the student.

Hello, How are you handling grade entry during the downtime? We had to disable Canvas APi in our SIS, Does anyone know whether manual grade passback after re-enabling successfully pushes current grades to Skyward? or do you recommend Canvas as "working gradebook" or shifting fully back to Skyward?
Is the Submitted date and time the moment when the button was pressed, or the moment when the quiz uploaded into the system?
