What does the student need to choose in their notification settings so that they receive announcements and also teacher comments made on assignments?

You may want to check out the complete announcement notifications document at Canvas Notifications - Instructure Community for more info.
For the two specific things you mentioned, I think your students will need to enable the Announcements notification as well as the Submission Comment notification (both pretty aptly named in this case).
