How do you exclude certain students in a course from viewing an announcement? I have announcements that do not pertain to some kids and their observers.

If your course has multiple sections, and the announcements are only for the students in one section, you can chose to send the announcement only to the students in a particular section by selecting the section in the "Post to..." field.
However, there is not a way to sent an announcement only to specific individual students. If the information is only for specific students, you might consider using one of the other communication tools, like the Inbox.
