I was assigned a peer review and I accidentally hit submit comments on the rubric before I actually finished filling out the rubric and I was wondering if I could go back and edit it somehow.

Unfortunately, once you complete a rubric-based peer review, you cannot go back and edit it. This statement is buried in the Complete Rubric section notes in the How do I submit a peer review to an assignment? document.
What you can do is reach out to your instructor to see if they can help. If they delete the existing peer review, then they can assign you another one for the same student. I did some testing and the deletion step is required -- it will not let me add the same student twice. After doing that, it did pull up the first review, but I was able to change it and click Save Comment.
