To my knowledge, paid Canvas accounts are not available for individual use. Rather, they are available for places of education and other businesses who wish to use Canvas as their Learning Management System (LMS). Check out the "Canvas Course Comparison PDF" link on this page for more details:

I am not sure what the cost of Canvas Catalog is...this would be a question you'd have to discuss with folks at Instructure:
