an admin and I need to know if there is a way to retrieve a log somewhere that can tell me what user/admin/instructor, removed and/or added a student to a course?

I don't know of any way to do this in the UI or even the API, but maybe there is something in Canvas Data. The enrollments API will show the date/time an enrollment was created, but not the user or system that did the creation.
I hope this helps a bit, even though it doesn't give the exact answer you were looking for.
