I'm a bit confused by your request. Creating a drop-down question is entirely possible in New Quizzes. Take a look at this Guide:

If, for example, your question was:
Roses are `red`, violets are `blue`
...your question in New Quizzes can be set up so that you can set up drop-downs for "red" and "blue", and also add distractors. Here's a screenshot from my own sandbox course:
So, you can have just one drop-down wherever you want...or you can have multiple drop-downs wherever you want, too.
