I have allocated 32 groups in a cohort, each with 3 or 4 members. How can I efficiently have class members self establish a numbered discussion group inside the Canvas Discussion menu function?
Go to the People tab and create Groups. You'll have to create the groups and move students into them. Once you've done that, you can keep using the same groups for the rest of the course.
Then when you create a new Discussion, you'll check the box to make it a Group Discussion. The students will then only see their group members' replies.
It's very easy to set all of this up.

In addition to what @SusanNiemeyer has said, it sounds like you want the students to be able to make their own discussion posts within their groups. If that is the case, then you'll want to enable this feature within course settings:
