Why do some of my assignments not have a way for the student to upload their file? There is no button up on the right hand side on my screen where it also says sped grader. My pass/fail assignments do have the ability to upload.

The ability to upload is controlled by the submission type you set up for the assignment. If you don't set anything, the default is no submission (just a column to type in grades basically). I'd definitely check your assignment settings to make sure you have the submission type set to "online" and have "file upload" checked.
