I'm afraid that it's not really clear what you mean by an "instructor dashboard". The "dashboard" is the first screen that you see when you log into Canvas (see https://community.canvaslms.com/t5/Instructor-Guide/How-do-I-use-the-Dashboard-as-an-instructor/ta-p/815 ), and it is not something that you can create.
Perhaps you are referring to creating a course in Canvas? If you have created a Canvas course and would like to add another person to the course, there are instructions at https://community.canvaslms.com/t5/Instructor-Guide/How-do-I-add-users-to-a-course/ta-p/1119 ).
