How do I set parameters that the student must achive 100% on a quiz.

You can set that up as a module requirement...selecting the quiz and then telling Canvas that students must meet a minimum requirement of X points out of the total possible points for the quiz. For example, if your quiz was worth 10 points, then you could say that they must score a minimum of 10 points on the quiz. Here is a Guide that explains more about this:
