Can a New Quiz be set up as an anonymous survey?
Unfortunately, New Quizzes does not allow surveys at all, as listed on page 2 of the classic/new quizzes comparison document. Since you can only do quizzes, each student's response will be viewable in SpeedGrader under their name. So no, anonymous surveys are not going to be possible in New Quizzes at this time.

Your best bet is to use classic for now if you want and need an anonymous survey. However, there is a lot of development with New Quizzes and you can look at this projected roadmap as there will be more anonymous features in the future:
