I help administer Canvas at my institution.
We do not allow faculty the ability to "Create a New Course".
Is there a way we could add a button to their profile that would automatically create a Sandbox Course?

There does not appear to be a way to set this up inside Canvas outside of what it already allows. On the Settings page for your root admin, there is an option to allow teachers to create courses but only in a particular sub-account:

Selecting this option helps you track who has created courses.
Another option I would consider is to use a Google Form to collect requests for sandbox courses and use that to create a CSV file for SIS import. That has the benefit of giving you control over when and how many courses are created, but it requires setting the expectations for how frequently sandboxes are created. To facilitate access, I would add a link to the form to the Help menu in Global Navigation.
From the Inbox - I do not see a way to include an accessible link. For example - clicking on the word YouTube(which contains the link) versus https://www.youtube.com/
