My students are allowed to drop their lowest test score only if they have an 85 or higher homework average. Since everyone didn't meet the homework average requirement, how do I drop lowest scores for just the ones who did?

Canvas doesn't have an option where you can specify to only drop the lowest score if they get over a certain percentage on the average. If you select to drop the lowest score of a group of assignments, it will do it for all kids.
You can go to the gradebook and manually change the grade for the assignments you want to drop for the students from the grade they have to "EX" ( excused). You would need to do this for each student you want to drop it.
That will mark that assignment Excused for that student and it won't calculate into their total.
