The Comment Library cannot be arranged in a specific way. You're not the only person who has wondered about this, and there is an Idea Conversation that is Open for discussion - Add a Way to Group Comments in the Comment Library. We encourage you to add a comment and rate (star) the idea. You'll automatically receive updates as it progresses through Instructure's Idea Process.
