How are you uploading the MP4 file? And, can you tell us how much space you've used in your course "Files"? You might want to try uploading the MP4 file using this Guide...if you haven't already:
Also, check out the info in that light blue box about the file size.
Another option...do you have Canvas Studio? If so, you could try uploading the file to your Studio library and then embedding the media into your course that way.
