How may an instructor access an Announcement's history?

If you are an instructor, and you haven't deleted any of your announcements, you should be able to click on the "Announcements" link on the left-hand course navigation menu to access any announcements you have created in your course. If you had been teaching course in past semesters, you should be able to go to those courses (probably via your "Courses" >> "All Courses" screen) to view those past announcements.

In addition to the information provided to you by @Chris_Hofer , I also wanted to add on that you are able to view recently deleted announcements, as well. All you would have to do is open the courses URL, and after the course ID, add /undelete. A page should then pop up with all the recently deleted course items, and you'll be able to view the deleted announcements there as well.

Circling back, the only type of native Canvas content (that I am aware of) that allows either a teacher or an admin to see its history are pages and how to do that is documented in the How do I view the history of a page in a course? - Instructure Community - 900 guide.
