It seems that you are asking two different but similar questions but I will try my best to help with my limited experience with SCORM packages.
First, the title of your question. When a SCORM packet is imported into Canvas and then made into either a page or assignment, you can provide a direct it by first navigating to what was imported and then copying and pasting the link/URL from Canvas into your email message. I hope that make sense.
Second, moving to the question that you typed, I do not believe it is possible to have a SCORM package automatically open in full screen (whether as a page or an assignment). In fact, I do not believe it is possible to display a SCORM package in full screen unless the tool that was used to make the SCORM package provides that functionality. If the tool used to make the SCORM package provides that functionality, then yes, it is possible to view it in full screen but not have it open automatically in full screen. The person viewing the SCORM package would need to make it open in full screen by clicking on the option.
