Does anyone know of a way to set the default for grading to have the rubric already viewable instead of clicking "view rubric" for each student, each time we grade?

I don't know of a way to do that with either the original rubrics or the rubrics redesign that's currently in preview (and you appear to be using from your screenshot). I'm going to move this post over to the rubric redesign area of the community so this could get some visibility there. You could also submit this to the feature idea area for official consideration by Instructure at some point in the future.
You could also ask your local Canvas team (usually in the eLearning / IT / Digital Education areas) about creating a custom script for this if it would be something most or all teachers at your school/institution would like. I think it might be a relatively easy thing to script as a customization, but I can't guarantee that your team would want to go that direction.

Among all the things that I wish Canvas had is that one! Is it something that is been worked on? We had it in Blackboard (legacy) and I sorely miss and need in Canvas (we just transitioned to it from Bb). Please add this very needed feature!
I have Canvas set to drop the lowest quiz score, however, my students can only barely tell that the grade text is slightly grey when dropped. Can it have a tag like the "missing" and "exempt" ones in the student gradebook?
My Canvas shell has three different sections that all meet at different times throughout the week.
