Is there a process/recommendation for rolling over students who conclude their enrollment at a school at the end of the year?

There are many ways to conclude students from classes. Hopefully some of this helps. If you're talking about a "roll over" like within SIS - it may be best to speak with Canvas Support specifically and they can look at your institution and/or direct you to speak with your CSM (the team or person who handles you Canvas account)
