I am unable to edit quizzes in the test banks. Why?

Do you mean an item bank from new quizzes or question bank in classic quizzes? Presuming you mean item banks - you should be able to edit and move questions in item banks without issues:

Did the students already take the quiz? Are you trying to edit it after they've completed it or before? Any further information would help us pinpoint the issue and provide a resolution.

I am sorry to hear that you are experiencing difficulties editing questions in a test bank!
Depending on the type of quiz you are using, here are the guides for editing in Item Banks (New Quizzes) and in Question Banks (Classic Quizzes).
When inside a bank for Classic Quizzes you should see a pencil icon when you mouse over a question (see attached image). Click the pencil icon to edit the question. If you don't see the pencil icon I would recommend clearing your browser cache. I find that it's generally a good idea to clear it out every few months, give or take.
