How can a TA see the feedback of a banked question in New Quizzes?

Simple scenario:

* I have a New Quizzes item bank. 
* I added Student Feedback (general feedback) for a question of type Essay in the item bank. 
* I used the question in a quiz. 
* A TA is supposed to grade that question and naturally needs to see the Student Feedback I created.

Problem:

* The only option I've found to visualize the Student Feedback of a banked Essay question is to Edit the question.
* When the TA tries to edit that question they see "Banked Item. You don't have the needed permission to edit it."

Question:

* How can a TA see the Student Feedback of a banked question without editing it? 
Rationale: TAs have view access to the questions and must see the Student Feedback entered by the teacher in order to do their work.

I did some testing and found that you need to share the Item Banks with the TA or the course with "can edit" access (not simply "can view" access) in order for question feedback and/or grading notes to be visible to them. I believe this is because feedback is tied to the grading aspect of the question and only those who can edit can grade. This is consistent with how the legacy tool works. I agree that there are many cases where you would want a TA to assist with grading without being able to edit questions, however, and so it would be nice if those with view-only access could still see the feedback.
