I did some testing and found that you need to share the Item Banks with the TA or the course with "can edit" access (not simply "can view" access) in order for question feedback and/or grading notes to be visible to them. I believe this is because feedback is tied to the grading aspect of the question and only those who can edit can grade. This is consistent with how the legacy tool works. I agree that there are many cases where you would want a TA to assist with grading without being able to edit questions, however, and so it would be nice if those with view-only access could still see the feedback.
I have used Blackboard, Moodle, and now work at a Canvas university. When grading quiz items. I want the ability to view all of the students' responses to a single item at once. This could allow consistency in grading and speed up the grading process. This functionality has been available in Moodle for over 10 years.

My class policy is that late assignments can be accepted at professor discretion, but they will have a 50% penalty. This is a gate you pass through once, and there are no further penalties.
