The simplest way to restore a deleted course is to go to Admin > Admin Tools and use the "Restore Course" option.
You should also be able to use a CSV with the SIS Import process, but remember that the course status is "sticky", meaning that the SIS Import won't override a status that was set via the GUI unless you check the "Override UI Changes" option when running the file.
