Peer Reviews and Instructor's Manual Grading policy

As the instructor, I'm fairly sure that when I have an assignment configured with the manual grading policy and I've added Peer Reviews that students can still see the feedback that their peers give them before I release my grades and comments. Would anybody be able to confirm this?

Deleting comments on grades
Is it possible to for anyone (student or instructor) to delete a comment on a grade? If so, is there a log on the backend showing that it was deleted?

Why can't we add a rubric to an essay question in Quizzes?
