You'll need to reach out to your instructor because they're the ones who usually specify the threshold of the similarity score. This will also fall under your institution's academic integrity policies of what is acceptable from them and what is acceptable to your instructor.
And do we go off the total % or the highest individual %?
The similarity report shows all sources from which I am similar, for example I may be 1% similar to another paper and on a separate paper I am 5% similar, it shows a total at the top of 6% similar.
