However, in my courses, the syllabus IS included in the course navigation and yet does not ever show up in mobile view--not for me or for my students. A workaround is to also post it in the modules, but I am wondering whether there is an institutional fix for this instead.

I apologize that your syllabus is not visible on the mobile app. Without being able to take a look at your specific example, I would not be able to tell you 100% why that is happening. It might be best to contact Canvas support and have them take a look at your example.
