An error occurred when I tried to insert a video from the Course Files.
When I press F12 to view the error information, I receive the following notification:
api.js:507 GET http://rce.example.com:3000/api/session net::ERR_NAME_NOT_RESOLVED

How do I solve the problem, and who do I contact?

I'm making a bit of an assumption here, but my first question to you would be...why are you first uploading your video to your course "Files" area of your course? Rather than doing that, why not try uploading the video through the media button of the Rich Content Editor (RCE) in a content page you have in your course? For example, have you tried using the instructions in this Guide?
Make sure you are reading through the guidelines provided in the light blue box at the top of that Guide.
As an alternative method, if you had a YouTube account, you could upload your video to YouTube (and even make the video "unlisted") so that you could embed the video onto a page in your course.
Or, do you have Canvas Studio? If so, you would see a "Studio" navigation button on the far left-hand global navigation menu of Canvas. You could upload the video to your Studio library, and then you could embed that video into your course.
