Once on that page, students are sorted by their last name by default. If you click on a person's name, it will pop up an info box on the right side of the screen. There will be a letter symbol that can be clicked on to message the student directly.
What is your role in the class? Are you the instructor? an observer? A student?
If you are the instructor, you would have no problem contacting the student through the People tab. However, it sounds like you are not the instructor.
Many schools will have a policy of hiding the People tab to protect student privacy. That's why you are not able to see his personal information nor send him a personal message.
