Is there a way to move questions already posted on a saved quiz? For example, if I realize I want to add questions BEFORE the first question on a saved quiz, is there a way to "insert" the new questions?

You can insert a new question or move any existing questions but it will not affect the result of a student that already submitted this Quiz.In Speedgrader you will see that the new question will not appear.
The extra question will appear if a student who wants to take the "new" test after you made the changes.
