Students that have already completed the course in question are showing up in the courses' new roster.

That is definitely something you'll want to talk to your local Canvas team (usually in the IT / eLearning / Digital Education areas) about. Most schools/institutions automate Canvas enrollments from their student information system, and it sounds like their may be a glitch in that automation for your school right now. Your local team would have the most knowledge about the processes and would be the ones to create and implement and necessary fixes.
