Yes, the Canvas SpeedGrader does have a small set of drawing tools for when you want to mark up a student's document that has been submitted. For example, here is a *.docx file that I submitted in my own sandbox course. Then, as an admin/instructor, I went to the SpeedGrader and used the drawing tools to make a smiley face on the document.
