Error Code Related to Item Bank

I am trying to import items into an item bank from a Cengage zip file. When I do, I get the following error code:

The qti import failed.\nERROR: Manifest not found at line:/home/docker/.gem/ruby/2.7.0/gems/qti-2.9.4/lib/qti.rb:38:in `manifest_path'

Please help me troubleshoot this issue.

Basically the same error, maybe different version numbers or something:

The qti import failed.\nERROR: Manifest not found at line:/home/docker/.gem/ruby/3.1.0/gems/qti-2.25.2/lib/qti.rb:39:in `manifest_path'

l've struggled to get any non-Canvas zip files to import to item banks. I've been importing the zip file to the course to create a classic quiz, exporting just that quiz from the course, and then uploading that zip file within item banks. This Canvas-generated zip file has worked every time.

@CraigJ - You might try opening the ZIP file and verifying that there is a file called ImsManifest.xml in there. Is this the first time you've exported and was it from Cengage? Are you following the steps in: How do I import questions from a QTI package into an item bank in New Quizzes? ?

I would try importing a very minimal zip file containing only 3 basic (multiple choice) questions or something. That would help make sure it's not the type of questions in the zip file, though I would expect a different error...
