I'm wondering if there is a feature that would enable, at the assignment level, the ability to make an assignment only viewable and required for students who are enrolled in Canvas prior to a certain date?

In the meantime, you can consider individually using the "Excused" status in the gradebook. How do I change the status of a submission in the Gradebook. Although the assignment/quiz would still be visible, the excused student would not be prompted to submit anything and it won't negatively impact their grade.
