Designer role has access to enter grades and feedback in upgraded SpeedGrader

"Grade out of __" is blank for zero point assignments
If an assignment is worth 0 points, the point value isn’t listed in the upgraded SpeedGrader. It should state “Grade out of 0” rather than leaving the points blank. "Grade out of __" is blank for a zero-point assignment
