Is it possible for a student to submit both a text box submission and a PDF file in one submission? Canvas doesn't show me multiple submissions, it just shows the PDF one.

If you have both of those options selected, students would be able to make an either or submission (a pdf upload or type into the text box directly). If you have multiple submissions allowed, students could submit one then the other, and you would see them as two separate submissions.
As a work around, you could only allow the Text submission type, but instruct students to embed/upload their pdf into the Rich Content Editor itself. That could create one submission with both components.
