The prompt and answer choices are the same for all 12 questions. I would like to duplicate the quiz questions so I don't have to type everything 12 times.

Unfortunately, I can't think of an easy way to do this in either Classic Quizzes or New Quizzes. However, if you had the Respondus 4.0 exam creation tool, you could create a file offline with all your questions, and then you can upload this file into the software...which then sends all those questions at one time into your course. This is a paid product, though. And, as far as I know, it only currently works with Classic Quizzes, but I also know there is this page on the Respondus website that has some info about New Quizzes: Publishing to Instructure Canvas "New Quizzes" – Respondus Support.
