I would like to raise the idea of creating a filter function in the to-do list, so that instructors can filter only their classes in the to-do list, which limits the notification 'noise' on the landing page.

To officially submit a suggestion for improvement, please complete the process outlines on the How do I share a contribution (formerly Idea) to the Collaborative Roadmap? guide. Just posting to the discussion forum is not sufficient to have the idea officially considered.
On a side note though, the to-do list should already only show classes you're a teacher (or student) in. If that's not the case for you, I'd suggest talking to your school/institution Canvas team, as they may have some unusual enrollment processes contributing to the "noise" you're seeing on your lost, and they may need to adjust those more than Instructure making a global change.
