HTML editor button has been removed from the RCE

This behavior has been resolved and deployed to the production environment as of 5/06/26.

Summary:

The HTML Editor button has been removed from the RCE.

User Expected Behavior:

It is expected that the HTML Editor button would be seen and available for use within the RCE.

Steps to reproduce:

Navigate to an assignment/page/discussion edit page.
Notice that the HTML Editor button </> is missing
