Summary:
When a user records a video using the Canvas RCE for New quizzes, the video plays as expected on the browser but on the Canvas Teacher and Canvas Student apps it appears to fail to load the video.
Expected Behavior:
Media recordings recorded on the browser should load and play within the Canvas mobile app.

Steps to Reproduce:
Prerequisite: A course with a teacher and student enrollment
- Act as teacher on a Canvas course in the browser.
- Navigate to the course and create a quiz
- Add a question to the quiz and record a media clip through the RCE. Save and publish
- On an android or ios device, open the teacher or student Canvas app respectively
- Navigate to the quiz and edit/start attempt
- Observe:The media file appears to be missing or loading indefinitely
