It is very annoying to create a quiz and then have to go through multiple clicks to assign it to students.

While the option to assign a quiz is not located directly on the Build page, as @JeffCampbell noted, you can configure these settings on the Assignment Details page before entering the Build interface. While this may not be possible right now, I am pretty sure it's on Instructure's radar. It was shared at InstructureCon 2025 that they hope to unify the new quiz creation and build areas again (like classic quizzes), but it's probably going to take a while to make that a reality. Just thought I'd add this to the conversation since it hadn't been mentioned yet.

@kthurston I see your concern for sure. It does seem that building questions in New Quizzes doesn’t let you set due dates the way you can from the main assignment edit page, where you can name or re‑name the assignment. I doubt this will change, but I appreciate and understand the product design critique. You may find more value in suggesting this directly to the New Quizzes product manager.
When you first start to create a quiz, both Classic and New, there is a spot near the bottom to assign what you create before you finish creating. For New quizzes, this occurs before you hit the button to Build, right above the section for setting Standard Alignment. If you start the process knowing when and whom to assign it, you can set it there. They won't see it until you publish anyway.

I am just curiousas to why there is not a field to enter a description for an outcome at the account level? Or at least edit the rating when you attach/link an account level outcome to a rubric. When you create a new criterion for a rubric, you enter a decription for a rating, but for an account level outcome.
