Summary:
Users with a large number of enrollments are not able to load their Dashboard To-Do list on both, Card and List views due to background requests from the dashboard triggering rate limiting.
Expected Behavior:
Users should be able to load their To-Dos successfully without native canvas functionality causing rate limiting errors.
Steps to Reproduce:
Create a user with 700+ enrollments. This is just an estimation based on the reported users.
